There are Taiwanese, Korean and Chinese men marrying with local Vietnam young ladies with just some money. Does not need to be rich, other qualities of the foreign men may not be important factors.
If you are a white men, you may be more attractive than foreign Asian men with SOME but not most ladies in Vietnam.
Good qualities of most Vietnamese women include willing to work for a hard job, can cook yummy Vietnamese food and good with houseworks. They are also a very family-oriented people like most other Asians.
