Eventually both Shenzhen and Shanghai will pass Hong Kong. Hong Kong's future economic growth is limited like its population and land area. It's getting very cost prohibitive as well. Pretty much all manufacturing has left Hong Kong. Trade from Hong Kong is increasing, but it's hard to imagine it continues that growth, eventually the trade coming through Shenzhen, Guangzhou, and Guangdong as a whole will pass through Shenzhen or Guangzhou. Hong Kong's need for international trade is not what it used to be. Eventually those cargo ships will sail around Hong Kong, and it's already happening.
As far as Shenzhen vs Shanghai, it's hard to say. Both are likely the top mainland Chinese cities beside Beijing. Shenzhen likely has an advantage that Guangdong has a huge population and most of China's tech companies have already setup there. Shenzhen is not only the Silicon Valley of China, it's also the manufacturing center of China.
Shanghai is an awesome city, I personally like it more then Shenzhen and it will always be a huge port city. I'm pretty sure Shanghai has a higher GDP per capita then Shenzhen, but Shenzhen is catching.

Shenzhen sucks. It has no soul...no center. It's an overcrowded suburb with all of the negative qualities that come with that. So little history, and the few walking areas have nothing but people running into you while they try to shop. Also, tons of gnarly car overpasses in that car-centric city that prevent you from walking easily from A to B.
This is nothing new or interesting. Not interested in reading that link. Shenzhen's strong growth has been known by the Chinese including HK, Macau and Taiwan people and also overseas Chinese for 30 to 40 years. This is not a news. My many relatives and friends own companies, properties and factories in Zhuhai, Zhongshan, Huizhou, Dongguan and Shenzhen since the late 1980s. HK and Shenzhen serve as doors between other countries and Mainland China. Sometimes HK companies ship goods from Shenzhen's port, sometimes from HK to other countries. Both ports are good and choice depends on different factors. Quotas and taxes issue may lead to chossing HK port instead of Shenzhen port. Hong Kong companies have substantial shares in Shenzhen's metro lines and ports. HK Businessmen only care about profits, don't care where the profits come from, so both HK and Shenzhen are good places to make money.
Hong Kong and Shanghai people know Shenzhen, it is in the same country and people don't care it passes other cities or not. The topic should better be changed to Watch out the US and Japan, China(including HK) is rising. Cities in the same country have different functions. NYC, Chicago and LA focus on different industies. Shanghai is and will still be an important city for finance and trade, unless the central government in Beijing wants to lower it to a less important city. Beijing has plans on how to develop the cities and what industries they focus on. It is not like the US where states can decide things without capital's approval.
Since China is rising, Shenzhen will become China's Silicon Valley, and Shanghai will become China's Chcago. The industries will remain domestic without foreign participation for some time. It is not likely lucrative industies in China will be opened to the foreigners. Hong Kong and Macau will remain more international as long as they are still SARs not fully integrated into Mainland China. International banks and casino groups can still make money, because economic policies are very international and open in the SARs. For example, there is no control on the amount of money entering and leaving HK and Macau.
Shenzhen was developed earlier than Shanghai, this was Beijing's plan. Deng Xiaopeng planned to develop the southern coast close to HK, Macau and Taiwan therefore made Shenzhen, Zhuhai, Shantou and Xiamen Special Economic Zones and encouraged investment from the US, Hong Kong, Macau, Taiwan, Japan, Singapore...
Shanghai was developed after Deng's retirement after Beijing saw the initial success of the Southern cities.
Also the population in Shanghai and Shenzhen are consisted of many people from other regions of China, there is no strong local identity. They don't care another city rising or not. All they think is we are China, we are rising. Mainland Chinese can move anywhere in Mainland China. Of course, having hukou in Beijing, Shanghai, Guangzhou and Shenzhen is a prestige in the country. Many mainland Chinese want Shenzhen hukou so they can have mutiple entry visa to goto Hong Kong. People without Shenzhen hukou usually can't goto Hong Kong as oftenly.
You can say cities in China or Mainland China and Hong Kong compete, they can also cooperate and benefit each other.
HK government is more than happy to see Mainland Chinese cities growing, the government have signed many economic cooperation agreements with Mainland Chinese cities and provinces. Flow of capital and investments are now two ways between Mainland China and Hong Kong. HK government is pro Beijing, and welcome HK joining the China High Speed Rail Network. HK people have divided opinions .
Don't try to imagine Shenzhen or Shanghai becoming indepedent and develop rapidly by themselves, they still have the same laws as other regions of Mainland China. Just different industies and economic planning from other regions. And tell you what, many mayors and civil servants of the two cities are not local Shenzhen or Shanghai people, they are sent there appointed by Beijing.
Now there is a concept of the "new tier one" cities.
They include fast developing cities just behind the big four in mainland China. Tianjin, Chengdu, Hangzhou etc are on the top.

That's common everywhere. A fully-developed built-out city, can't at the same time be a 'fast developing city'.
Shenzhen needs to cooperate with Shanghai and other Chinese provinces to achieve its growth.

Shenzhen's GDP per capita is actually 1.5 times that of Shanghai.
