I wonder why Hong Kong and Macau were not given those statuses when turned over back to China then.

The Legal System of both HK & Macau is HUGELY different from Mainland China. Basically they have a 'Rule of Law' that protects business. Whereas the Mainland, there is little in place to prevent foreigners from not being taken financially.
Basically, Legal System, Monetary System, Sovereignty, Immigration System, etc. Those would all be gone if China takes over, and from a HK/Macau perspective, the majority of people would very much like to keep those things. Also, rights to information and internet websites that keep people informed of the international world.
