There are a TON of local residents everywhere in Hong Kong. It's a crowded busy city.
Maybe The Peak might have more foreign tourists, as its a huge tourist site. But locals go up there sometimes too though.
Hong Kong Island has the most tourists though, but usually always highly outnumbered by locals though.
Wanchai is an area at night where you see a lot of Western people drinking and partying, and also lots of sex workers who are not HK or Chinese people.

Mong kok.
Southern TST, around (and of course, in) Chungking Mansion. Lots of tourists, backpackers, and also transient or settled low-wage workers from South/SE Asia, Africa, Mideast, etc.
Central. You've got the Pinoy/Indo community that shops around World Wide House, to say nothing of the moneyed Western expats who work in finance and commerce in the area and don't leave often.
Any of the big tourist sites like Big Buddha are filled with us dirty furriners, too.

Last time I went to HK Airport, saw mostly Cantonese or Mandarin speaking people there.
Most of the travellers arriving or departing had the emblem the PRC or ROC on their passports. HK passports also have the PRC emblem on them.
