Development level between the countries. Most Chinese are still below middle class. Japanese are a lot wealthier.

It's also the legacy of the last 100 years, which were much more brutal for China than Japan. The combination of WW2, the communist takeover and subsequent Great Leap Forward and Cultural Revolution - the latter of which involved a concerted internal effort to destroy traditional Chinese culture - and resulting famines hammered China hard. When you're literally starving to death and at risk of having a Japanese soldier rape your wife or Red Guards accusing you of being a bourgeois infiltrator, smiling politely, using full sentences, and holding doors are the least of your concerns...

Etiquette and manners in Japan: best of all time.

About the service industry of China, staff are as good as the Japanese after adequate training.
Much better than the service in Macau, HK and western countries.

It's like this - China has moved from mud and straw brick building to luxury high rises, and from bicycles to lexus, all in a very quick generation. In summary, China is a living example of the Beverly Hillbillies. You have the Chinese version of Jethro, Jed, Ellie May Clampett still eating Possum Stew and learning to swim in the CEEment pond. They haven't adapted the culture and manners of modern living yet.
Give them another generation and maybe they will stop there kids from pooping on planes.
