Zhang Zhan ï¼ˆå¼ å±•ï¼‰was "warned" by Shanghai Police first time in March 2018, for her numerous "anti government" comments online. (No arrest, just warning.)
In April 2019, she was detained for 10 days for anti government activities.
In September 2019, she was detained again for 65 days. She protested in Shanghai with an umbrella showing "End socialism, throw off Chinese Communist Party".
In November 2019, she was detained for 11 days. She was also an enthusiastic supporter of Hong Kong pro-independence movement, and wrote many articles.
All these above happened before COVID-19.
Just to show she did much more than "reporting COVID-19", to give you more context.

Criminal Law of the People's Republic of China Article 103. Whoever organizes, plots, or acts to split the country or undermine national unification, the ringleader, or the one whose crime is grave, is to be sentenced to life imprisonment or not less than ten years of fixed-term imprisonment; other active participants are to be sentenced to not less than three but not more than 10 years of fixed-term imprisonment; and other participants are to be sentenced to not more than three years of fixed-term imprisonment, criminal detention, control, or deprivation of political rights.
You have the same kind of thing here with people protesting restrictions and bombarding the public with videos. All of them are short on facts and rely on emotional appeal. On the other hand, I think the medical establishment and the government have not really articulated how to end the spread of the virus. It's much easier to put up with the Chinese solution where you know the goal is to get to zero infectious cases. Here, it's not clear cut and the goal seems to be to get the numbers small enough for the medical infrastructure to handle.
There's nothing wrong with not wanting to live under communist party rule
No matter it is right or wrong, advocating independence is criminal in both mainland China and Hong Kong.
In Hong Kong it is legal to advocate the change of government.
