then you know that what a person does in this life, scripts and determines the conditions of their next life. It's not random. on and on it goes until a person takes the actions necessary to step off the wheel of reincarnation.

But you're stating it incorrectly. I've never heard anyone -- including monks -- say that one literally "select[s] [their] physical attributes, and [their] family, culture, country, economic status, language, gender, all of it prior to incarnating". And that's presuming that one sees karma in that way...which I don't.
It's the same old story. You take a religious concept and then blow it out of proportion to the point it becomes pure woo.
Another difference I think we need to note, if we're going to agree on things, is that you believe in spirits that exist before, during and after we are alive, and I don't. The main difference is that I can know something about our physical attributes including those that have you believing what you do, but I don't know anything that causes me to believe what you do about spirits, spiritual life or control thereof...
But then again you knew all this, so it seems we can agree about all this too, and as such not continue to waste time trying to reconcile what you have come to believe for whatever your reasons with what I believe for all my reasons.

I wonder why I chose to become an atheist back when my spirit was deciding on my physical attributes before I became a physical being...

Perhaps, but ultimately I've settled on the conclusion whatever end or "surprise" awaits us in the end, it will be the same for all of us, and thankfully I've come to be quite comfortable with that conclusion.
Next chance I get, and apparently we should all be getting at least a few more chances, I'm going for a redwood tree.
