Probably not. Atlanta bums are pretty resilient compared to those in other cities. If they piped classical music in 5 Points the bums would probably just spend their day's takings on a good pinot noir instead of MD 20/20. I can imagine them accosting tourists with something like "Good day my dear chap. Forgive my wretched dickensian appearance but may I trouble you for a small donation? I've just been released from the sanitarium and I'm seeking carriage fare."

I'm not certain what I think of this--volunteer from time to time in this area, fwiw.

Georgia set to eliminate all state funds to fight domestic violence | Political Insider

<Alan Essig of the non-partisan Georgia Budget and Policy Institute said the rationale the state is using to justify the use of the TANF funds for the shelters “sounds like a stretch.”

And he said the state appears to be crossing its fingers that by the time federal officials rule on the funds, Georgia’s revenue picture will have improved.

“I think they are trying to be very creative,” Essig said. “Because of the of the budget problems they walking very close to the line and perhaps crossing over it… and that could create problems down the road.”>

Churches and other civic groups do a lot to support these centers. Charitable donations are about all I can do at present. So very hard for some.
