How bad is traffic on the interstates outside of rush hour?

First you have to define rush "hour". Atlanta doesn't just have a rush hour. It has hourS.

Generally it's the worst from around 6:30am to 9:00am, then there is a mini rush from 11:30am to 1:30pm (lunch rush as everyone leaves their offices to do errands), and then evening rush is generally from around 3:30pm to 6:00pm (or so). Varies depending on weather, holidays, etc.

Traffic will be worse in some areas on weekends due to the fact they tend to work on more road projects during the weekends and block lanes when doing so. Also if a holiday is the next day, then noontime usually becomes the major rush period. If there's a major accident, well, you're just screwed for a few hours.

just traffic in general. are there ever any good times during the day as far as traffic goes?

Most interstates are ok from 10AM to 3:00PM with a little bit of heaviness at lunch time. Then its usually safe again from 7:00PM on all night.

For anyone deciding where to live, I recommend checking this map out at random times through-out the day (especially during rush hour). It will give you an idea of typical traffic patterns. For example, I had no idea that going away from Perimeter on 285 in morning (and towards Perimeter in evening) is considered a reverse commute. It always is MUCH less congested than going the other way.
