18 years on, the HOPE Scholarship has completely remade public universities in the state. The AJC has a good article on this today:

Universities raise bar

Basically, UGA has stepped up from being a middle-of-the-pack state university to a top-tier one. GT has established itself as a world-class engineering school. GSU and KSU have taken many of the students who would otherwise have gone to a flagship state school, but can no longer get into UGA--they have become solid universities in their own right, and compete with state schools in other states. They also give students who want to stay closer to home in Atlanta more university options.

Some of the stats:

Before HOPE started in 1993, less than one-quarter of students who scored 1,400 or higher on the SAT stayed in state for college, according to the University System of Georgia. After, about three-quarters did.
Change in average SAT Math/Verbal score since 2001 (2011 average score in parenthesis):

GCSU: +100 (1155)
Georgia Southern: +72 (1100)
Georgia Tech: +57 (1378)
University of Georgia: +53 (1254)
Kennesaw State: +52 (1074)
Georgia State: +37 (1100)

Pretty impressive stuff. We are definitely in the process of shaping ourselves into a higher education powerhouse.

Yeah GSU has one of the top public administration programs in the country
(UGA is usually tied with Princeton for its MPA program as well), Tech is Top 20

I hope they are accounting for the change in the way the SAT is scored between 1993 and now.

Tell me about it. As a father of a senior applying to UGA, it is a bit of a shock how difficult it is these days to gain admission at UGA. Lord, when I was coming along eons ago, UGA was the default school. Now it's a reach school. Good for UGA and for us, I say!

My understanding is it covers 90% of tuition for students who maintain a 3.0.

If you graduate HS with a 3.7 and have a minimum SAT of 1200 (which probably applies to the majority of UGA/GT students) and keep a 3.3 in college, you will get 100%.

Still pretty juicy overall imo.

While I welcome this news, as it makes my UGA degree more valuable, it's not all positive. Taking a walk around UGA's campus, one immediately notices that there are not nearly as many hot coeds as there used to be. And I have a good perspective on it, considering I spent 7 years at UGA and watched it change. It's such a shame, especially given that UGA was a nationally-renowned powerhouse when it came to beautiful women. Now UGA gets all the pale hipsters, acne-ridden band geeks, and obese calculus nerds, while all the hot girls go to Georgia Southern or out of state.

That's funny! However, and I'm waaaay to old to make an accurate observation, I'm sure, there are still a few hotties going there. Trust me, where I was an undergraduate, the guys would welcome a UGA caliber band geek!

Indeed.

Most of the public does not realize that the scoring for the SATs was re-centered after 1995.

Yes, I think the effect was to raise SAT scores by about 100 points.
