Westside mixed-use project clears Atlanta City Council

The Atlanta City Council Monday unanimously approved a major development project on the Westside after requiring several changes sought by residents concerned about density and affordable housing.

Brock Built Homes bought 17 acres of property in the English Avenue community with plans to build a mixed-use development including a hotel, office and commercial space, retail space, townhouses and a high-rise multi-family residence.

But community residents complained the project as proposed would allow far more density than was envisioned in the Westside Land Use Framework Plan, a strategic plan encompassing several historic Westside neighborhoods developed by the city in partnership with the Westside Future Fund and the Chick-fil-A Foundation. The city council adopted the plan unanimously last December.

Residents also weren't satisfied with the number of affordable housing units the developer agreed to build.

Pleas for the council to reject the project dominated the public-comment portion of Monday's council agenda, with speakers citing the project as another manifestation of the gentrification that is forcing long-time low-income residents from their homes.

But Councilman Ivory Lee Young, chairman of the council's Zoning Committee, said the developer has agreed to a number of concessions aimed at addressing residents' concerns.

"This developer sought no public subsidy and sought to be in complete compliance with the rules we have adopted," Young said.

Young said Brock Built Homes agreed to reduce the size of the project from 5 million square feet to 1.5 million square feet and to increase the percentage of units set aside as affordable housing.

During Monday's debate on the project, Young amended the ordinance to require building heights of no more than 100 feet for the multi-family residential building, 85 feet for the hotel and 35 feet for the townhouses.

In other business Monday, the council authorized a referendum on Election Day in November on local-option "Sunday brunch" legislation the General Assembly passed this year expanding the hours hotels and restaurants can sell alcoholic beverages on Sundays from 12:30 p.m. to 11 a.m.

Council members also set this year's general fund property tax rate at 7.85 mills, a reduction from last year's 8.83 mills, a move aimed at offsetting an increase in property values in the city.

How can you be concerned about density, when more than 1/2 the existing structures are vacant?
It's ridiculous that Young is chair of the Zoning Committee, that man has 0 knowledge about planning, zoning, etc.
