It "Costs" the toll authority 25 cents to collect the 50 cents.

Reducing it to 25 cents would just be a make work job, (and over time the Toll authority would lose money doing it, and DOT would then have to subsidize the collection of the toll.)

I propose the exact opposite so all the people that live ITP can't ever leave Atlanta.

Very interesting -- Not sure why a full year is needed to complete this project. They probably have to do some repaving in the areas where the toll booths are removed, but how on earth will it take a year to finish this?

Basically, it'll cost so much and take so long because there are tunnels underneath the toad so the employees can safely access the booths.
