Atlanta really needs more casinos. If we can use some of the tax dollars to further fund higher education, just think where we'll be. The lottery worked wonders for HOPE. In April we moved the revenue from video gambling from the Department of Revenue to the Georgia Lottery(which funds HOPE scholarship)

This is just a knee jerk reaction, but to me, casinos seem to be most appropriate for places that don't have anything else to offer.

There were efforts over the years to turn Underground into a casino complex. I think that concept fits well within your axiom that casinos are most appropriate for places that don't have anything else to offer. Horse racing though? I really don't think a casino at underground is going to do the area any favors. Sure, more people will be there. But I don't think anybody outside of gambling addicted chain smokers will be hanging out at the Atlanta Casino @ Underground Atlanta. It doesn't come across as an appealing destination to me. Especially if it solely video gambling.

I think that in the elite ranks of horse racing, it's not bad for the animals barring an unfortunate accident when the animal needs to be put down. My main concern, is that would lead to dog racing, which, generally is not good; thus, all of the greyhound rescue organizations all over Florida and other places where it is allowed.

LOL casinos at undergrad. Now all the GSU students can blow away financial aid on casinos rather than weed bought from Peidmont North's dining hall. It would be a plus since GSU's average campus age is 25, more eligibles. The homeless would flock as well.
