The problem is just sheer reluctance and lack of motivation both at the govt level and within the citizenry. Unfortunately, I don't see that changing anytime soon. In the meantime, I predict that Atlanta will be hurt by this lack of rail and more comprehensive mass transit in the next 5 years. Perhaps a choke on the pocketbook is what is needed to wake up people to this need.

I think a big issues is cheaper alternatives to heavy rail haven't been explored enough.

Light rail, BRT, and commuter rail are all being explored and have been for years here. That's not the reason for not moving forward with new transit options.

I know they are being "explored" but when most people talk about mass-transit, they talk about "extending MARTA" which shows a complete lack of education for the average person on what other options are being explored. If the news spent half the time talking about transit options as they did about house break-ins, people would know what choices area available and how to get involved.
