Given two cities with all else being equal, would you pick the one with the youth curfew or not? Me personally, I would not, I don't see it as a good sign that a city thinks that parents can't control their kids, and businesses can't make their own decision if they want to cater to youth later at night. Unfortunately, Conyers has one and is pretty rough in enforcing it. I see it as just a way to label a whole group a criminal so they can "arrest everyone" and try to solve a problem that requires a tack hammer, with a pile driver.
Of course, everything can't be equal, everyone has factors which are usually far more important than this issue, but I'd still like to see what everyone on this board thinks.

I wouldn't even begin to know how to find out if a city has a curfew for kids.

It's tough to imagine too much of anything that would rank lower on influencing my decision on where to live.

Pretty much

It does make movie night on the weekends in Conyers a tad bit better. No annoying teenagers.

I would go for no curfew. Like you said, it's kind of a bad sign if a place needs to implement a curfew. Or if it is a nice well kept community, then the government overreach is a little too much for me.
