I think it's meaningless. Sure you'll get a high ridership if there is no fare. Demand people pay for the trip and see the numbers. And I like Houston's light rail as its fare is only $1.25.

We rode it in mid-January and we thought it was great. We even hopped off at the Curb Market abd the Apex Museum and hopped back on. So the initial route is nice also.

More than 51,000 people have ridden the streetcar in less than a month. A lot has to do with it being free, but at this point it hard to call it a failure.
