The blue sign with the white diamond. I have been noticing them around town. Anyone know what they mean?

Citizen relocation? Nuclear bunkers? Ice and snow removal material locations?

I have been wondering the same thing. Even flipped through (very quickly) the National traffic sign manual, to no avail!

Watch for extra-terrestrials crossing the road?

Blue signs are generally used for traveller services/information.

It looks similar to an emergency/evacuation route sign.

Yeah, but they don't really lead anywhere, this one is going in the direction of the dead end of 166 east.

But I would be totally wrong. I have no idea what that sign may be. Weird.

I have wondered if they're simply meaningless signs that have been put up to see how well different types of sign paint weather. Either that, or perhaps they're signs that are communicating something to police or other public safety officials but not the general public. The fact that they have no graphic or lettering is very, very unusual for signs in the U.S.

They remind me of the yellow diamond signs you see in France that signal that your road has "priority" over intersecting roads and that you don't have to yield to incoming traffic from the right (priorité à droite being the default "law of the land"). On the flip side, if you encounter one of those yellow diamonds with a black diagonal line through it and you reach an intersecting road on your right, even if it's a tiny one and yours is clearly the main one, you no longer have "priority." ("Vous n'avez pas la priorité.") Absolutely insane system, and I'm a serious Francophile.
