I'd say both. There aren't that many people who want to commute via bike but for those who do this is a safe convenient option.

It's definitely not a 365 days a year viable commuting alternative. Not when it's 90 degrees or 40 degrees or raining. But on a nice day, you can cruise fast for a while on a charged up e-bike, with minimal effort and sweat-breaking. It's not viable for Alpharetta into Atlanta, but I could definitely see commute biking from Vinings into Downtown or something. If it's on all dedicated right of way bike paths and lanes.

Or you could work at Perimeter and live on the Beltline. A majority of COA residents work somewhere outside the city limits.

Simply having a long list of options is a wonderful thing, and allows for flexibility when needed. As always, a healthy, layered transportation system is the thing to strive for.
