All this mess for something the size of a SUITCASE!? It's either too small to cause damage outside a limited radius, or it's a NUKE and they need to evacuate the ENTIRE REGION! Why do we have the keystone cops running all the agencies? I mean seriously, WHY!?

Really? I mean seriously? That's your response? You do know there's something in between total shutdown of a huge area and ignoring it right? Your attitude tells me that you really think they should actually evacuate the whole region just in case it actually IS a nuke!

I believe that we should proceed with great caution when human life may be in jeopardy. It is simply not worth taking the risk. Hopefully it is nothing, but even a pound of C4 can blow up a truck. Imagine if the suitcase contains 10 or 20 pounds of the stuff.

A suitcase nuke is too complicated for a terrorist group, or most (if not all) rouge nations. The engineering is just too demanding. They're also too small and do too little damage for any normal nation to real consider them for a sneak attack.

What you'd really want to worry about would be dispersal bombs. They don't usually do a good job of throwing whatever (chemical, biological, or nuclear) very far, but wind / ventilation systems can complicate containment, so you evacuate for that.

If you're in charge I think you have no choice but to take the safe option. What if it were sarin or anthrax or some other ultra toxic substance?
