I read somewhere (don't remember which article exactly) that the new interchange at I-285 and SR 400 will be the largest interchange east of Los Angeles. Is this because of the length of the C/D lanes or the height or what?

I don't think that is correct.

There might be some kind of mundane detail that needs to be added, like cost in a given year or how far reaching the bounds of the project's C/D lanes are, etc...

But the interchange itself from what I have seen it will be smaller than Spaghetti Junction. But, there are some massive interchanges in Texas, up In Toronto, and numerous other cities east of LA.

There are also some rather large interchanges in places you wouldn't expect. Far smaller cities in the Midwest, but there are issues with river bridges and 5 and 6 spoke freeways interchanging.

The costs of building has been going up. One thing that makes this project so big is the cost, compared to what we could build for 30-40 years ago. It is a very expensive project.
