There have been a litany of abuses under this system, particularly during the tenure of the Vernon Jones Mafia. Way too much autonomy afforded the 'CEO'; it was a legacy from the Manuel Maloof days, and while Maloof was an effective manager, his style was heavy-handed to say the least. He also enjoyed a pretty contentious relationship with the commission, thus the birth of the CEO system. In all seriousness, we've had a successful enough county government in Cobb (minus a selfish individual in Tim Lee who screwed the county budget with his last-second tax cut), so maybe DeKalb could copy our model exactly.

You shouldn't need 7 districts, I don't think. Just split the county into 4 geographic districts with one commissioner each, and then an at-large commission chair. And the 5 of them vote on everything, and majority wins. The chair is basically the leader of the county. Elected by the voters. But he/she not that much powerful than the more locally-elected district commissioners.

I always thought the DeKalb CEO system was similar to having a mayor without much of a city council.

Would it make sense for unincorporated DeKalb to simply convert to a city with a mayor and a strong council?

They should also have an NPU system, which is one of the best features of COA government.

I'm trying to discern exactly who would oppose this. Not the voters, I think, nor the Commissioners who have been undermined by this system repeatedly. Anyone that would fight this bill would be risking the exposure of their political underbelly, as it would seem to me difficult to defend such a position.
