If the COA was to annex all of the zip codes and steal land from cities with an Atlanta address, the population would be over 900K.

12th Biggest city in America, population wise, it would make the Metro make sense at that point. lol

Would love to see it, but it's becoming impossible. Atlanta is almost landlocked in Fulton, and a number of cities formed just to prevent joining Atlanta, much of it do to racism on the part of white homeowners. On the flip side, current city leaders have been reluctant to annex areas such as northern DeKalb (where Atlanta could logically expand) due to the high percentage of white voters there that may lead to electoral consequences. We saw this in the 2017 Mayors race, when the annexation of Emory was delayed to ensure the area with a high concentration of white voters was unable to vote for mayor.

In my opinion...

Winston is to Douglasville as Elizabeth is to Marietta.



On serious note,Winston could be in play. The problem is that there are a few overlapping/competing unincorporated communities in southwest/southern Douglas County. One (maybe two) would have to win out.
