Yes you do, that's why zoning exists.

Of course you can always pay for private school if you don't like your school, or you can move.

i was told that parents can opt to send their kids to other school as long as they transport them to and from

To what school district are you referring?

APS? Dekalb? Fulton? Gwinnett? Cobb?

Atlanta DOES have "open-enrollment" if you provide transportation BUT the catch is that the non-district school has to have an "open seat". With the popularity of the good to great in-town schools that is a hard nut to crack. Seats are usually open only in lower performing schools. This was MUCH easier two decades ago when I was teaching in Atlanta Public Schools, the "better" schools usually had a few open seats, then. As Intown living came more in demand, people flocked to the areas that already had the better schools. They even "flipped" some of the schools in adjacent areas (Mary Lin Elementary in the late 1990's to early 2000's comes to mind, kind of "Morningside overflow") Slim to none would be your chances, now.

for Atlanta Public Schools, it also depends on grade level. North Atlanta High School has openings in 11th and 12th grades, for example. . .Also there are charter schools that work by lottery in some of the school districts. Most will have already held their lotteries for next year.

What would it take to make public education better across the board?

1. Parents holding their children accountable for behavior and academic effort while at school

2. Schools having the power to dismiss students that are constantly disruptive, regardless of the students academic ability.

3. Pay teachers enough so that talented individuals see it as a career where they can buy property, save money, and eventually support a family. I didn't have to pay student loans back even while teaching because the loan rep told me the feds classify teaching as a "poverty profession." Every talented science teacher I know eventually went to nursing school or med school.

4. Schools should be able to dismiss students for a combination of low academic performance AND low academic effort.

5. students that show high academic effort, but low academic performance should have access to high quality special education teachers

I believe one exception is a charter school such as Riverwood International in Sandy Springs.
