One thing to mention for the boosters of the fall line cities. Don't get too hung up on High speed rail you miss the regional rail opportunities.
If HSR does happen, it is ultimately an expensive long-term vision.
I would examine the potential for Georgia's regional rail service on existing freight tracks. It will help add access to Hartsfield airport and business opportunities working with Atlanta companies. It would be downtown to downtown service at freeway speeds with a direct connection to the airport for $15-$25.

I'm for HSR to Savannah.... then connecting to Orlando via Jacksonville. That would make it more feasible.

How fast does it have to be to qualify as HSR?
It seems to me a nice train that could do 75 mph would be just fine for intrastate hops. That would get you to Athens and Macon in an hour, and Macon, Greenville, Chattanooga, Augusta and Birmingham in two or less.
Add another 30 minutes and you've got regional destinations like Savannah, Nashville, Knoxville, Charlotte.

This is a late response, and I haven't read the complete thread, but I'd add that Savannah has Amtrak going north/south, and this would allow an Atlanta-Macon-Savannah connection for anyone traveling to Florida.
