I hope so!
I just know that Fulton County also has a history of releasing violent criminals too early.

I vote for tubes where folks are frozen for 200 years. They can be stacked up and stored away. Well, that or put a large wall up around New Orleans and just turn it into a Federal prison as in "escape from NY" style.
