They aren't high, but they have already bottomed out and are starting to go back up! There have actually been a few news articles about it lately too.

Environmental impact studies are a bear these days. Good luck getting anything done with the increase in regulations.

increased regulation? They have been around for awhile.
They aren't a problem so long as you plan ahead and have a legislature that doesn't actively try to block things. We have plenty of places to spend the money that have already have impact studies, however the point is the funds are uncommitted. If the lawmakers commit them then the ball can get rolling in which way it needs to. The funds aren't just sitting around because of impact studies...
