My "beef" with H-E-B is that I don't like the Select Tri-tip they sell and when I go to the Choice/Prime counter and ask for better cuts of Tri-tip, they either don't sell it or the guy behind the counter doesn't have a clue what I'm talking about. But, I'm fine with Central Market being owned by H-E-B, if that's the case. The Tri-tip I bought from them was DELISH!

Picanha is not sold at HEB. The "Tri tip" sold there is not the same thing as you find in a Brazil steakhouse. Picanha is a select cut that still has the fat cap attached. Not found at HEB.
