Not sure about Texas, but this is a misdemeanor crime where I live.
I couldn't care less if you smoke or drive around eating candy bars...but don't throw your crap out the window for everyone else to see. It's like the people who load up their truck with garbage and go dump it all on a secluded road somewhere. Take some personal responsibility.
Smoking is a dirty habit. Does it really surprise anyone that most smokers don’t think twice about littering. Smokers know that their lungs are turning black; They know smoking is long term suicide so why would they care about the environment.
You never see anyone finish a candy bar and throw the wrapper on the ground.
Here’s a solution. Ban filters! Yes, this will eliminate the unsightly butts you see and speed up the self inflicted reduced life span of all smokers.
I went to the public pool yesterday for some sunshine and “fresh” air. Someone came, sat down and fired up a big cigar and stunk up the place. Thanks for sharing but head!
And to add to that...people that drink cheap beer throw their cans all over the place too. You don't see bottles of craft brews lying all over the place. So, drinking cheap beer=dirty habit as well.
She's serious. I easily pick up 5-6 cans weekly along my property line in the culvert.
Cans AND bottles...about 500-600 ft along the road is my property.

I endorse this post. I have never seen a Sierra Neveda Celebration Ale on the side of the road.
