This reminds me of when I had my first foal out of my Morgan mare. She was weaned, and was going to be in a stall all by herself when it got cold in the fall. Cold weather was predicted, and I was running around like crazy all over town trying to find a blanket that would fit her, because she was going to FREEZE if I didn't. Finally found one that came close, and relaxed.

It was going to get down to 35 degrees, mind. And she was going to be in a closed barn with 20 other horses; a warm closed barn. And she was a Morgan (a breed that was developed in Vermont) and had her own nice winter coat already.

Then, after all that, I got photos from friends in the Northeast of their own weanlings playing outside, in snow up to their shoulders. I decided that maybe, just maybe, in my desire to do Everything Right, I was overreacting a wee bit.

OP, if your child has asthma, presumably by now you've learned how to manage it while allowing them to have a relatively normal life. Several folks on here who have asthma have given you more educated responses than I can about that. Short of your doctor telling you, unprompted, to keep your child in if temps drop below X degrees, I'd send layered clothing and call it good. (Also presumably you've already informed the teacher about the asthma so they can do their job and make an educated decision about when the child should stay in and when they can go out with the rest of the kids.)

Just make sure the child always has his/her inhaler with him/her at all times, especially when outside during cold weather.

I chuckled at this post and replies.
I grew up in NYC and when we went out for recess in the winter all we heard was "no snowball fights" which was usually ignored by the boys and most of us sat in wet soggy clothes for the rest of the afternoon.

I guess your view on things depends on where you came from and how you grew up.
No offense meant to the OP for their concern though. To each his own.
