Texas State law allows for this (under certain restrictions) subject to local ordinances.

Any that would prohibit use of golf cart on street signed 35mph or less?

Pretty sure you need it insured, appropriate brake and signal lights, a VIN and inspection.

It is an interesting idea to use a golf cart for local transportation.

Looks like golf carts they may be driven up to 35 mph on "public roads with a posted speed limit of 45 mph or less", Unless prohibited. Golf Carts, LSVs, NEVs, ROVs, & ATVs

I could not find anything specific in the Austin ordinances that modify that in any way.

What is the typical top speed of a golf cart? Are they mostly electric or are some gasoline?

My FIL recently bought a new golf cart (they live on a golf course), and the insurance to allow them on a road would be insane w/o the installation of a speed governor. Since he occasionally drives on the neighborhood roads (mostly with the grand kids), he got the governor and cheap insurance rate. Top speed is probably only 10 mph (I never asked him what the governed speed was). His is a gasoline cart, which are interesting - they shut off entirely when they are not moving, and start-up as soon as you step on the gas. His old electric one was actually faster and probably not properly insured.....
