You have just described South Congress. They have everything and its all local businesses. When i think of Austin, the S. Congress 78704 area is what immediately comes to mind.

This city has "branded" a few of these areas.. IBIZ areas.. SoCo on First Thursdays is big. North Loop also comes to mind:

In addition to the ones mentioned, Burnet road through Allandale is kind of quirky. Lamar Blvd from House Park south is cool.

Also: I wouldn't call it charming, but it's definitely interesting and quirky. Be ready for a full-on Mexican Norteno culture experience -- the Austin Country Flea Market on 290 east :

Fresh produce vendors, ultra-low end retail, bootleg stuff, used stuff, food, music, and cheap alcohol.

The armadillo christmas bazaar should be on now (or soon).

Rock climbing at the austin rock gym

Paintball at austin paintball

Super go-kart racing at the airport

lots of live music



Austin is really more of a town to do things rather than to see things.
