You can try Austin Travis County Integral Services (formerly ATXMHMR) for public-funded mental health services. If you qualify then they will provide most psych meds for free. I've used their services and received adequate assistance, although it's not remotely as good as being able to pay for your own hand-picked psychiatrist and primary care physician.

Another way to go is to check yourself into Shoal Creek Hospital, where they deal with all manner of mental health issues and addictions. They're quite good and they can provide free services to people who are not capable of paying. They're most likely to take you in regardless of your income if you have an emergency, for example if you tell them that you're suicidal. I'm not advocating that you do something unethical but if you have serious mental health issues then you have to do whatever it takes to improve the quality of your life so that you don't end up harming yourself or others.
