I think they hire contractors to go from house to house to make the switch. I think that sometimes, contractors do what it takes to go that extra effort.

I found my locked chain link gate kicked open and water runner from my garden hose.

I DONT trust utility companies & you shouldnt either. Its rare if they admit fault.
