So has anyone tried kayaking/canoeing on the Colorado east of the Pleasant Valley Rd Dam? Most of it looks navigable from GoogleEarth. US 183 could be a pick up point

I'm sure it is navigable. Before the dams were put in river boats made the trip to Austin up river from the coast.

This is a little further downstream, but there is an annual 100 mile race from Bastrop to Columbus down the Colorado. Colorado River 100

I have also read of races that went all the way to the Texas coast.

Probably referring to the Texas Water Safari, but it is on the San Marcos River to the Guadalupe, and then down to the gulf.

I was correct that the river is navigable from Austin all the way to Matagorda Bay, with very few hazards.
