The real question is what level of government owns the resources, ie Commonwealth, State or Local (Council) Government levels.
This is what causes the grievances between states, and even regions within a state (eg Hunter Valley here in NSW, or North Qld in Qld).

Yeah I was probably thinking fnibe feet not inches.

Think it might be a bit flexible. That is there is some privately sold gravel pits deeper than 6 foot.
