What’s the best city of Australia to start a business? (live, delivery)

I’m planning to start a delivery business. Which city would be better: Sydney or Melbourne? Being Melbourne cheaper than Sydney but I have lived years in Sydney and know a lot the city. Also since Melbourne has been hit very hard with Covid perhaps there would be more demand for my business. However, Sydney is the financial hub of the country and a bigger city. Does Victoria or NSW support better entrepreneurs? Thanks. My idea has a lot of potential.
