Apparently the Spanish government are investigating him as it seems he was in Spain, unvaxxed. And broke the Serbian laws when he was allegedly positive.

This is truly laughable ,,Djokovic said after receiving the positive result he nevertheless attended his tennis centre in Belgrade on 18 December to uphold a “longstanding commitment for a L’Equipe interview” because he “felt obliged” to and “didn’t want to let the journalist down”. He's living under his set of rules. His life to live as he pleases. The organization and the local government obliged, and then the optics were bad. So they changed course. Novak is far from the only person in Australia happy with the rules.

He's hardly an unknown. Yes Australia should be blamed for getting into the situation that they find themselves in. I'm not talking about his less than forthcoming revelations with regards the truth, but the original reason he was detained, that being not having a vaccination.
Australia is attempting to back peddle on a poor decision bringing other issues to light to the world media. What obviously mattered originally was a big name world champion player getting in to pull in the crowd/ or at least the money. It fell flat, but Australia should not pass the buck on own inefficacy at best and care less at worst with the show must go on type of mantra.

Note the inept PM cannot form a decision leaving it to his immigration minister, another one sadly out of his depth. Best not to look for leadership with this present mob. Things will as usual stumble along and events will somehow fall one way or another.
