Cars no longer have headlights with nearly-vertical faces, which diminishes the practical utility of wipers. Headlight lens coverings have been sloped toward the horizontal, to reduce drag and improve fuel efficiency. The purpose of the wipers was not to sweep away water, since water does not diminish the transparency of the lens. The wipers were to remove the opacity of dirt and road film that could accumulate on the lenses, and that does not occur to the same extent on the new lens design.
I read somewhere that headlight wipers were mandatory on all new cars in Sweden, but maybe I was mistaken? Does Volvo or Mercedes put those in anymore (at least on European models)?

I think that they used to be mandatory, but not now, especially with the high pressure washer nozzles that are on many newer vehicles for the headlights, like Volvo.

IIRC, in fact in Europe those high-pressure washer nozzles are now mandatory on all cars with HID headlights.
