I think it is a '33 model, but regardless, it is indeed a Bucciali TAV.
The Bucciali brothers built their cars for only 11 years, and during that time they mostly managed to squander a sizeable inheritance. However, their cars were...interesting, to say the least.
The TAV model had front-wheel drive--at least a year before Citroen introduced their ground-breaking FWD 7A. Unfortunately, the TAV also had an extremely high-torque V-16, with the result that it had very poor traction and its handling was as problematic as Rick Santorum's grip on sanity.
I'm going to guess that the car is a Hindustan Ambassador.
However, it could be a Morris Oxford from the '50s, as the Ambassador is essentially a carbon copy of the Morris.
Regarding the dog...I have no clue.
Perhaps Rin-Tin-Tin's Indian cousin?
