In the states that I have lived in they take the photo at the DMV office.

Same here, it seems very odd to allow their own picture, money saving idea I suppose.

A driver's license is an essential piece of identification. If someone other than the DMV is taking the photo then the DL is no longer a reliable ID.

A passport is essential ID. The State Deparment doesn't take passport photos.

In the link it says "people," but lets be real. 99% of time when someone is told to put on a shirt, it's a man.

In all my life, I have never seen any woman being told to put a shirt on. The further cover up? Yes. To put a shirt on? No.

They provide guidelines. Any photo will not be accepted.

Just have a clothing optional pic line down at the DMV, we have accommodations for everything else. I'd just jump in the shorter line.
