I am looking for a good used small car that gets good gas mileage.
Look for ONE OWNER cars of whatever make/style you prefer.
Ideally only driven by an adult male who has a clue and did what was needed.
As to mileage (and even then)... high mpg isn't all.
12000 miles @ 24mpg = 500 gallons and @ 36mpg = 333 gallons
There is a difference (167g @ $3.50/ $585) but it only comes to $11 per week
How much is your budget? I don't agree with buying any used cars at their ridiculously high prices. You can buy a brand new car for less that $12K or even less if you look around. It won't have all the bells and whistles you might want but that is one less thing to worry about.
I looked for a used car as a second vehicle when I decided I wanted to return to work and didn't want to leave my wife without a car. The zoomy miles and high prices quickly told me that was a bad idea. I simply bought a new one. There are some fantastic deals out there right now and you won't have to worry about them breaking down in the middle of nowhere either.
If you "must" have a used car I would look at a Honda Fit. You'll probably still pay what a new one would have cost, however. I'm not a big fan of hybrids and electric vehicles either.
There are plenty of used cars on Craigslist for 2K or less. If you just need something to get around in then that will be your best bet. Just shop around.
Buy a good Japanese make like Toyota, Honda, or Subaru. A late model Hyundai or Kia should be reliable. Nissans built in the US or Japan are reliable, too.
The Honda Fit is a good bet for a small car that gets good has mileage. The Civic would also be a good bet for a small car that gets good gas mileage.

My choice would be a (new) Corolla as a good balance between size, comfort, mileage, and cost. Nearly the dullest car on the road but very reliable.
The thing is- what are YOUR priorities for size, comfort, etc.?
