This isn't a question of front visibility, but visibility on either side of the vehicle, as in when you are waiting to pull out of one street, or a driveway or parking lot, onto another street where there may be a car approaching without headlights on. Headlights won't show those approaching cars, because headlights don't shine out directly to the sides.
Bottom line, there is
no excuse not to turn your headlights on at night or in inclement weather. In my state it's the law.
