Best method? For "medium" scratches, almost vandalism? Buffing wheel or no buffing wheel?

If you can feel it with your nail, touchup paint or get it resprayed as it’s below the clear coat. No amount of polishing will take it out.

Well it will...but then you have no clear coat and have to respray anyway

Well it really all depends if it's just a scratch through the clear coat you can buff that out if it's deeper than that like someone key to your car you have to paint it. And in this instance I would suggest going to a body shop you're never going to find touch-up paint that matches because if your car is more than 2 years old and spends a lot of time outside it's faded.

The only exception that I know is if it's a white.

It also depends on how big the scratch is if it's cross a body panel just know if you touch that up with touch up paint it's going to always look weird. If it's just a little 2-in scratch on the bottom of the fender to touch up paint probably won't bother you.

I suggest reading about how to use touch up paint because there is an art to it.
