You probably didn't see anyone in CA texting because it is illegal there and they heavily enforce the mobile phone laws. You can't even hold the phone to your ear...you have to have a hands free device.
As far as texting while driving...no...never. Nothing is that important that it can't wait until I am at a stop. That being said...my bluetooth does read texts to me if I tell it to and I will glance at e-mails if I am at a full stop for a period of time. If I have to respond immediately I will pull off the road.
Very rarely, and just when I'm at a stop light or something I'll send a quick message if I have to. I hardly ever talk on the phone while driving either.

I said no. I do sometimes text while driving but it's done by voice so both of my hands are still on the wheel and I don't have to touch my Droid Ultra.
I travel frequently for work, throughout the Midwest. Every city, small town, and rural area I drive through I see drivers texting.
Last month I was in California for a couple of weeks. I didn't see one single driver texting for the duration of my trip.
I've seen this too! While living in Washington state I hardly recall anybody texting while driving, but
using a cell to even talk is illegal in Washington.
I see people driving & texting a lot in Wisconsin. I've even witnessed someone texting while driving a Harley on a busy urban street in Milwaukee.
It's easy to tell when you're behind someone and they're texting, because their speed fluctuates and they're swerving. I'll pick them out & say to my wife that the person ahead is texting & lots of times I'll pass them & sure enough they'll have a screen 2 feet from their face and they're typing away. Though sometimes I'm wrong & the driver is just eating fast food (another common occurrence in Wi). What also strikes me is that at night we have drivers who don't even try to hide it. Don't they realize that people can see the bright phone screen near their face from a good distance away?
If there's no one around I may respond to a text, using voice-to-text. Sometimes when stopped I will focus on my phone for various reasons. But I proved to myself years ago how quickly I can lose focus, and how quickly that can become very dangerous, so I do it very little now.
