Borrowed car who is responsible? (windshield, chip, costs, head)

The first question is why you would drive a vehicle knowing it has those issues?
I would not. A young employee where I work borrowed GrandMa's car and got stopped. There are varying
opinions on this.Opinions seem to be divided by age group. Older employees seem to think it is the driver's problem. Younger folks think GrandMa should pay.

But pay for what? The repairs? The registration fees? The court fees?
Equal Fault. The lender knew the defect and should not have loaned it out. The driver knew the defect and should not have borrowed it in that condition. Legally, the blame falls on the driver since they are the ones that actually broke the law by operating the vehicle in an illegal state. Morally, the lender is just as wrong.
it is not against the law to own an unregistered or unlicensed vehicle, only illegal to operate it on public roads.

In the case of any infraction resulting in a fine, the driver should pay for anything that is ticked to the driver, the owner to anything ticketed to the owner. For a fix-it ticket the owner is responsible but I would expect the driver to voluntarily pay it since he knew the risk and borrowed it anyway. If he had not borrowed it there would not have been a ticket. The owner remains responsible for the cost of repairing the equipment issue and/or registration. Common sense should prevent anyone from borrowing a car knowing there is any illegal condition unless it's an emergency.
