Depends on the vehicle and what it's used for. My commuter gets 30, and I only drive it to the park & ride to catch a bus, filling it about every 10 weeks. My 4WD truck gets 15 and that's fine for the limited use. The car we use for vacation road trips and around town gets 22 city/30 highway. That suits us just fine, as we average only about 10,000 miles a year on it.
My daily driver gets 13.5 around town and my fun car gets 10 mpg. If I drove further than I do every day I would want better mileage, but I put on so few miles it really doesn't matter much.
I've got one vehicle that get's 14mpg highway (9 towing) and the other 46-48mpg highway. I guess it really doesn't matter much to me, I drive a vehicle for a specific purpose , as long as it does it I'm fine.
I had one vehicle that measured in gallons per mile... and I was okay with that and it was a whole lot of fun !
More is better, but it's not so much the number of miles per gallon as it is the number of miles per tank of gas.
Anything with a range of less than 400 miles is unacceptable. When I drive on the highway, nothing is more annoying than having to stop at every other rest area to refill the tank.
It doesn't factor in for me. My commute is about 10 miles/day total, so concerning myself with MPG doesn't make a lot of sense. The wife's commute is more appreciable, but her 4-cylinder Accord is paid for and has a low enough overall cost of ownership that buying something with higher MPG doesn't make much sense.
That being said, I'm a big fan of Ford pick-ups from 87-97 but always avoid the 460 gas engine because it's a notorious gas hog (not to mention way overkill for what I need in a truck), so I guess you could say single-digit MPG is my limit there. Current truck is a 91 diesel that gets mid to upper teens. It's not my DD, but it gets about the same MPG as the DD.
not even our '13 Sonata gets 20mpg. My SUV gets 16mpg. I used to have an SUV that got 14mpg mixed. I think I'd still settle for 15mpg+. We don't drive them that far anyway.

I haven't been below 50 mpg yet on a fill up and it'll do about 45 at 75 or 80 on the freeway. Tradeoff is it's a Prius, one of the slowest and least fun to drive vehicles ever made. Pretty comfortable and practical, however, if not at all luxurious. Certainly quieter and more comfortable than the Mazda3 it replaced.
