I have a 1988 GMC Sierra 1500K truck with a manual transmission that does exactly what the OP's car is doing.
I have the suspicion that it's the starter (or starter-mounted solenoid), but just in case I will be replacing the clutch safety switch (located above the clutch pedal at the stop point).

a. Like the OP's car, the no-start condition happens every now and then, most times when the motor is hot, but occasionally on a cold motor.

b. When this happens, there are no noises of any kind heard coming from the motor. Meanwhile battery power is good, and jump starting makes no difference. It acts as if power to the starter is not getting to it when I turn the key. Then I let the truck sit for 30 minutes or more, and it starts without any problems.

Another possibility would be a slightly loose connection at the starter or solenoid. Since I want to figure which component is malfunctioning, I will replace the clutch safety switch first, and the starter second. Both have a lot of miles already

Manual.....I would test the clutch-switch.

As the other posters are saying...check the clutch switch!

The next time the car doesn't start after you turn the key all the way to the start position, don't release the key - keep pressure on it and hold it in the start position. Then, pump the clutch. If the car then starts, it means your clutch switch is wearing out.
