Those backed up off ramps are a *****, especially when peoples' view is obstructed by passing trucks, and they simply assume that even though they can't see the road, that the road is open.
I do not know if she is generally an idiot, but this was an idiotic move on her part. She should have not changed lanes without having a clear view of the lane she was changing into. She cut so close to that truck, she did not leave any space to view ahead into the other lane. If she would have left normal room, she would have saw the traffic.
In defense of the driver I'm pretty sure it's illegal to stop on the highway, whether that be an on ramp or not. The truck should not have been at a complete stop sitting there.

Just noticed this, first go around I saw the orange truck the white truck and the silver car, there was plenty of room between the silver car the one in front of it, it appeared to be stopped on the road, not in traffic.
