Michigan also has a law where trucks are only supposed to be in the right 2 lanes of a freeway with 3 or more lanes. Of course, it is not enforced.

NJ law states to keep right except for passing. Unfortunately, a lot of people don't obey that law, especially drivers from other states, so you end up having to take whatever opportunity you can get. Because of this, what should be an orderly process often turns into a free-for-all. I don't condone tailgating, btw.
