As I was switching out tires this weekend to snow tires I noticed that on one of my all seasons on the inner side there was a small flap tear. So bad that it revealed some of the steel cord. I suspect it was the time I ran over a small rock on the highway. It ricocheted under my car undercarriage. I was kind of worried but didn't think anything of it.

I just count my blessings there was no tire blowout and that I actually was able to inspect it when I swapped out the tires.

Now just have to budget two new front tires next spring. It also took about a small chunk of my wheel also.

This is what it looked like (not my tire, found off web) but with steel cords showing

Any time there is sign of sideway damage, it's time to dispose. Haven't happen to me for years now but I remember in the 90's I would always get bubble on sideway.

A shame too. These are Michelin Pilot A/S/3 tires 18". Will be pricey to replace.

I don't think so. I just took a cursory glance and didn't really investigate it as they will be replaced anyways if anything just for peace of mind.

Just kidding !
Any damage to a sidewall would automatically mean that it be removed and replaced.
You really don't want to be taking a corner at speed and have the sidewall split out on you.
That would definetly cause a pucker factor 10 moment !

That tire is toast.

I just ran into something similar where the side wall bubbled a bit and split. A rear 275 Nitto Invo tire on my Mustang with only 4k miles on them. Good thing I had the Road Hazard certificate from Discount Tire and they put a brand new $250 tire on there for free. Winning!
